SBY: Implement Them on Time

 JAKARTA, KOMPAS.com -  President Susilo Bambang Yudhoyono has called for timely and perfect implementation of all programs under the list of budget allocations (DIPA) of 2011.

"Implement them on time, thoroughly and perfectly in the same budget year. Do not leave any program unfinished in 2011," he said when presenting 2011 DIPAs to ministries, chiefs of state institutions and provincial governors from across the country here on Tuesday.

Unlike before, the DIPAs for 2011 were presented at the end of 2010 or before the 2011 budget year begins.This was meant to ensure that as of the first day of 2011 all units in the ministries/ state institutions could carry out their programs well.

"We wish all programs in the DIPA could be immediately as early as possible in the budget year," President Yudhoyono said.       

He again reminded the importance of punctuality to assure that no program would not be finished. In view of that he called on all ministers and chiefs of state institutions as well as regional leaders as the officers in charge of the budget to immediately formulate plans for the implementation of the development programs.

"Formulate plans for withdrawing funds needed to finance activities. Immediately submit the funds withdrawal plans to the finance minister so that the funds could be immediately made available," he said.     

With the DIPA for 2011 being submitted earlier President Yudhoyono hoped bidding process for goods and services procurement could be carried out at the end of the current budget year.     

"Do the bidding process in line with the rules. Let us assure that the implementation of the budget for 2011 will be better than in the years before," he said.
